"About six large lorries heading for the Motorway service station site passed my house in Downside this morning shaking my 160 year old cottage. Access must only be granted from the motorway for this build."
 
So it looks like the (inevitable?) disregard for the conditions set down for the site development has already started.
 
Flooding threat from service area

BUILDING a motorway service area ‘to be proud of’ is the only option left for Elmbridge.

That was the conclusion of a special meeting of the west area planning committee, which approved the basic layout, scale, appearance and landscaping of the proposed M25 motorway service area (MSA) on green belt land in Downside.

Despite opposition from the Cobham and Downside Residents’ Association (CDRA), which fears the development of 50 to 60 acres of the former New Barn Farm site, will lead to flooding in Downside, councillors agreed with officers’ recommendations to approve the plans.

In October 2005, following a public inquiry, then Deputy Prime Minister John Prescott announced there was “a clear and compelling need” to grant permission to an MSA on green belt land in Downside.

At Monday’s meeting Cllr John Bartlett said: “We’d all rather not have a service station here but that has been decided. Now let’s make it a service station we can be proud of.”

THE first planning application for Downside’s M25 service station has been refused — much to the delight of councillors and residents.

On Wednesday last week, Elmbridge Borough Council refused the first of many expected applications for the motorway service area (MSA). The application, for a three-metre advertising board was turned down because it was “too big” and “would cause harm to the visual qualities of the area” — an area upon which a service station comprising a petrol station, a motel, shops, and 721 car-parking spaces are to be built.
